Companies that place pre-filled cooling and freezing equipment on the European market must demonstrate that they have sufficient quotas (CO₂rights) from the electronic coolant register of the European Commission. They do this by submitting a verification statement from an accredited verification institution. ECH is accredited for this and is therefore authorised to perform this verification. Why need verification of pre-filled equipment performed?

The new F-gases regulation was published in the official journal of the European Union on 20 May 2014. The core of the revision of the F-gases regulation is a gradual phasing-out of placing HFCs on the market according to a so-called "phase-down schedule". This scheme aims to reduce the percentage of HFCs placed on the market from 100% in 2015 to 21% in 2030. A quota system will be introduced that allocates importers or manufacturers a quota based on the average of the reported quantities of HFCs they have placed on the market between 2009 and 2012.

There will be no prohibition on prefilling equipment or installations at the factory. Producers are obliged to register pre-filled devices or installations and to provide them with a declaration of conformity and a verification statement. The refrigerants that are pre-filled are included in the quota system.

What does a pre-filled equipment verification quota entail?

ECH is accredited and therefore authorised to perform verifications. During the verification, the CO₂ equivalents calculated by you will be assessed for accuracy. This involves looking at your declaration of conformity, the transport documents, including customs documents, and your internal records and calculations. The product data sheets of the pre-filled equipment are also taken into account for a correct substantiation.
